Minimum Qualifications NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:Administrative Analyst Trainee 1A bachelor’s or higher degreeAdministrative Analyst Trainee 2A bachelor's degree and one year of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.Senior Administrative AnalystA bachelor's degree and two years of professional experience conducting management and organizational studies to review and revise procedures for new or changing programs, review organizational performance, conduct data analysis, and develop internal controls.a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.COMPETITIVE MINIMUM QUALIFICATIONS:One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 11 or higher eligible for transfer and determined to be similar by Civil Service. 55 B/C QUALIFICATIONS:Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.You must meet the open competitive qualifications from the most recent examination announcement. Duties Description DUTIES: The Senior Administrative Analyst duties in Committee on Open Government will include but are not limited to the following: • Prepare system for and assist with open government litigation tracking and case law summaries.• Develop records tracking and/or management system(s) to ensure more efficient retrieval and analysis of data and materials collected by agency pursuant to statutory requirements.• Assist with analysis of FOIL and OML advisory opinions for consistency and significance.• Develop protocol, process, system, or structure by which public access to and analysis of advisory opinions can be optimized.• Conduct telephone and online data collection and research to assist with the preparation of the Committee’s annual report. Analyze trends and report on recommendations and findings.• Assist with the research necessary for the preparation of open government laws advisory opinions.
