Purpose

The Senior Manager, Governance, Policy and Reporting, Global AML (U.S.) contributes to the overall success of Global AML (U.S.) ensuring specific individual goals, plans, initiatives are executed / delivered in support of the team’s business strategies and objectives. The role ensures all activities conducted are in compliance with governing regulations and internal policies and provides subject matter expertise and assists in the 2nd Line oversight of Scotiabank U.S.’s KYC / Due Diligence Advisory activities and managing policy development. The role works with stakeholders across all three lines of defense, including GBM business units, 1A U.S. Client Onboarding, 1B Regulatory Operations and Controls, U.S. AML Risk Program Office, U.S. FIU, the GBM AML Risk team and U.S. Internal Audit.

What You’ll Do

  • Ensures all aspects of Governance and Policy Management:

  • Maintains and updates Legislative Compliance Matrices to ensure regulations are up to date and mapped to policies and procedure.

  • Monitors, reviews, and understands new rules and regulations to communicate and provide advice and guidance to appropriate stakeholders.

  • Works with the Global AML to ensure U.S. policies and procedures reflect Enterprise-wide and GBM requirements.

  • Aligns US policies with US regulations and Enterprise-wide/GBM standards

  • Timely revises policies based on changing regulatory environment and expectations.

  • Coordinates periodic revisions and approvals from stakeholders and applicable governance committees.

  • Record keeping of all policy documents including frameworks and methodologies, version control logs and evidence of approvals.

  • Assists content creators and document owners in proper communication of updated policies.

  • Advises various stakeholders on U.S. regulatory requirements and policy guidance and interpretations.

  • Ensures all 2nd line procedure documents align with the relevant Policies.

  • Advises 1st line on their procedures.

  • Timely revisions of procedures based on changes in Policy.

  • Periodic revisions and approvals in consultation with all stakeholders.

  • Records keeping of all 2nd line procedure documents.

  • Manages the review of the overall U.S. BSA/AML Program.

  • Maintains a thorough and current understanding of the regulatory environment and actively participate in processes both internally and externally to affect change beneficial to the firm;

  • Understands how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.

  • Performs other duties as assigned by the U.S. BSA/AML Officer and U.S. BSA/AML Program Director.

  • Champions a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems and knowledge.

  • Understands how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.

  • Actively pursues effective and efficient operations of his/her respective areas in accordance with Scotiabank’s Values, its Code of Conduct and the Global Sales Principles, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational, compliance, AML/ATF/sanctions and conduct risk.

What You’ll Bring

  • Minimum Bachelor’s degree in business, education, or related field.

  • Juris Doctor preferred.

  • ACAMS certification preferred.

  • Minimum 3 years of financial services experience in a coordinator and delivery manager capacity, with a minimum of 3 years AML and Sanctions experience in a Policy or Procedure management role. Experience in wholesale banking highly preferred.

  • Very strong communication, analytical, organization, project management, and planning skills.

  • Experience and comfort in dealing with a diverse group of stakeholders.

  • Self-starter with proven record of success in delivering high priority, high impact deliverables under minimal supervision.

  • Experience working with diverse stakeholder groups to deliver projects in a timely fashion.

  • Strong attention to detail.

  • Strong time management skills.

  • Advanced knowledge of Microsoft Office Suite of products, including:

  • Advanced Excel skills (at minimum, ability to use pivot tables, pivot chart, vlookup and similar functions with ease for daily activities, including generation of reporting metrics).

  • Expert PowerPoint skills, including ability to generate effective visual and written content to strengthen knowledge retention.

  • Knowledge of business, products, operations, systems, and organization for financial services sector.
